More foral spring stuff, I know, forgive me. In my defense, I'm sitting through the middle of a snow storm. Cut me some slack.
To suspend flowers in ice cubes:
Work in layers. Fill an ice tray that makes large cubes a quarter of the way. Add flowers bud down, and freeze. Repeat at half and full.
Using distilled water that has been boiled and cooled will result in clearer ice. Supposedly it reduces air bubbles.
MAKE SURE you only use edible flowers & that they haven't been treated with chemicals. A couple that would be suitable to use are orchids, nasturtiums, pansies, snapdragons.
